Lincoln High School students have won a year-long campaign for facial hair, with the school’s board of trustees agreeing to drop its clean shaven-only rule as a trial. It came after a survey of staff, students and parents at the school found many supported

THAT’S A big call from Lincoln High on our front page today – senior students will be able to sport beards at school. No doubt this will spark a lot of reader debate from those for and against the move. Students at the school have campaigned for a year to be allowed to wear facial hair. No other Selwyn high schools allow it but no doubt other student groups will now consider what has happened at Lincoln and lobby for it at their school. And there will be competitions amongst students as to who can grow the whackiest or longest beard. That’s when things could start getting very hairy. And what about the students who still can’t grow a beard – they’ll feel they haven’t yet made the cut. – Barry Clarke

Lights ease congestion

Fashion By Georgia O’Connor-Harding NEW TRAFFIC lights on Halswell Junction Rd have been given the thumbs up by Prebbleton residents who now say getting into work is quicker. The signals designed to ease the congestion at the Halswell Junction and Springs Rds roundabout were switched on last Thursday morning. Resident Karen Webb said the lights have cut down her commute by about half the time. “It is certainly an improvement until Rolleston traffic finds out about it and stops using Shands Rd and it will be back to normal,” she said. Another Prebbleton resident Graham Pye said the new traffic signals have improved traffic congestion considerably. “Funny enough there seems to be more traffic coming across Springs Rd. That seems to be holding up Halswell Junction Rd traffic . . . they might need to tweak timings on Halswell Junction Rd,” he said. NZ Transport Agency journey manager Lee Wright said NZTA

In Brief PUBLIC PLACES BYLAW The public will get the chance to have their say on a new public places bylaw to regulate commercial activities in public places. It comes after an increase in mobile traders, particularly food carts and vans who are operating or seeking to operate in the summer months. Under the proposed bylaw no person may carry out commercial activities or organise events in a public place without consent of the district council. Consultation is expected to open in October. NEW AMBULANCE STATION A new ambulance station will open at Kidman St, Rolleston on Sunday, October 1 at 1.30pm. Selwyn Central St John chairman John Sunckell said it is the chance to thank you and recognise the community for their ongoing support of this project over the last three years. But the job is not yet done, with loans of $165,000 to repay and ongoing operational levies and costs approaching $200,000 per annum. ‘Big Red’ settles into real estate Ray White town and life principal Brendan Shefford, also known as ‘Big Red’, has bought the Lincoln Ray White franchise. He spoke to Georgia O’ConnorHarding What made you decide to purchase the Ray White Lincoln franchise? I just bought our other two operations in West Melton and Rolleston. It made sense to line up all three of them. Lincoln is a growing place. All of Selwyn is a growing place. Ray White Lincoln co-founder Steve Morgan and his wife Leanne made their decision where they wanted to sit back and concentrate on day-to-day sales as oppose to running the business. You have probably been asked thousands of times but where did the ‘Big Red’ nickname come from and when did you get it? When I joined the New Zealand Army 1999. I was big and I have got red hair and that was basically the end of it. It is a great marketing tool.

What was it like being in the NZ Army? I was posted to Waiouru Military Camp in 1999 after I left school and joined the army. In 2001 I got posted down to Burnham. I went to East Timor in 2002 and Afghanistan in 2005. What was your main role in the army? When I was in the army I was

trained in the trade as a chef. It was a pretty high energy diet we followed. Did being in the army prepare you for the real estate industry? It taught you structure which is exactly what real estate is all about. Time management especially in the army. You have got three meals a day – breakfast

We got married a few months before I went to Afghanistan in 2005. Was it hard being away from your family while in the army? It was but it makes you appreciate the home comforts and being home. Was being based at Burnham what made you want to live in Selwyn? Yes it was being based in Burnham that made us eventually end up buying in Rolleston. I had a couple of rental properties in Hornby as well. After being in Afghanistan and having a re-evaluation of life, I sold the rentals and cleared the debts. I have lived in Rolleston since I got posted to Burnham. Did you ever feel concerned for your own safety while overseas with the army? You always were. In East Timor we were peace-keeping for the United Nations. In Afghanistan it was quite volatile. We were there five months. I was based in Bamyan.

after life as an army chef Would you ever go back to Afghanistan if you had the chance? I would do. When they sort their lives out it will be a great place to go as a tourist. What was the biggest lesson you learnt from working in the army? Probably respecting people. When you were in school what about the NZ Army stood out to you? Being able to serve your country. I grew up in Geraldine before joining at 18. Did you have any other interests in high school before then? I always wanted to be a chef I guess and the army was the way you could see it out, do your trade and serve your country at the same time. I always enjoyed cooking. How long have you been involved in real estate? Just over 10 years. We had a couple of rental properties, I had an interest in real estate. What are some of the most interesting moments you have had so far in the real estate industry? The most interesting time was the aftermath of the February 22, 2011, earthquake. Trying to

resettle properties after sales had fallen over in the earthquake. People were always going to need somewhere to stay. Then some of the best moments have been selling large blocks of land then being developed into residential subdivisions and seeing the end subdivision. The growth of Selwyn has also been a highlight. What is longest period of time you have had to work on a person in terms of selling a

property? I had a house on the market for two years once. It was a higherpriced property. Just hard work – got the property sold. Do you have any tips on selling a house? It has to be inviting. There is nothing worse than when you turn up to a property on an open day and the owners haven’t lit the fire, so it is cold. When you are staging properties you hire furniture. That looks fantastic.

What do you do in your time off? Whitebaiting, fishing and gardening. I like fishing at Motunau and whitebaiting in South Westland where everyone goes, it is fantastic. I went over recently but it is just the start of the season. You mentioned you enjoy gardening? Just the vege garden. I maintain a good vege garden and fruit trees. I am well-known in Rolleston for lush green lawns.

Students win beard battle Liquorland wants to set up in Lincoln

Mr Paterson said the trial would run until the end of next year, when the board would evaluate it again. “We will look at how many students take it on board, and whether any issues crop up. The question is will it affect their learning? And obviously, we thought it shouldn’t, but we may come across issues.” Lincoln High School principal Kathy Paterson said the survey had shown opinions on facial hair were divided. She would not release the survey results, which she said were still being worked on. “I would prefer to keep the status quo, but that’s my personal view. We’ve got to be willing to listen to the voice of students and parents, and that’s what we’re doing,” she said. Ellesmere College and Darfield High School still have a clean shaven-only rule, while Rolleston College is yet to establish any rules. Rolleston College principal

Steve Saville said the school had not yet had to make a rule about shaving, as it only accepted younger students when it opened this year. “They’re only year 9s, so they’d be doing well to grow a beard,” he said. The school would look at bringing in a policy once the students were older, he said. Darfield High School principal James Morris said there had been no requests he was aware of for a change in the policy. “However, if the students brought it up and had a good argument, then the board would consider it,” he said. Ellesmere College principal Gavin Kidd said facial hair had not been discussed as an issue in the school’s regular uniform reviews.

“It hasn’t been an issue with the college. If there was an increase in demand or requesting of a review, we would be happy to do that,” he said. Secondary Principals’ Association chairman Phil Holstein, who is principal of Burnside High School, said he expected more Canterbury schools would have their policies questioned because of the trial at Lincoln. “There has mostly been consistency with uniforms, but once you start varying from it, more schools start to follow,” he said. A 16-year-old Hornby High School student was suspended two years ago for refusing to shave. He chose to leave the school and enrol in correspondence school after the dispute.

An application has been submitted by SJTP Ltd for an off-licence bottle store known as Liquorland Lincoln to be opened on Vernon Drive, near the corner of Gerald St. Liquorland wants to operate from 9am-9m Monday to Sunday. It is the second liquor store application in Lincoln within a month. Lincoln Bottle Shop wants to open in Gerald St, about 100m from the existing off licence, Super Liquor. It has received 100 objections. Super Liquor owner Gulshan Gulati said the district council should have rules put in place on how many liquor stores are allowed per population. Mr Gulati said Lincoln is not big enough for more than one bottle store and he already struggles when the university students are not in town for about four months a year. The population of Lincoln currently sits at nearly 7000 and is expected to project to about 9442 by 2025. District council’s environmental services manager Tim Harris said the District Plan Review will look at issues such as how many liquor stores there are per population.

“A future review of the LAP might also consider the number or density of licensed premises in a particular area,” he said. Lincoln University is aware of the application and considering its response. A spokesman said while it did not make an objection against the Lincoln Bottle Shop it has concerns about the growing number of liquor outlets in the town. Lincoln High School principal Kathy Paterson said the school will lodge an objection against the Vernon Drive liquor store. “As a board we are saying we don’t want these things to happen. Lincoln has got enough liquor outlets now as a small town,” she said. Lincoln High previously objected to the Lincoln Bottle Store application on Gerald St. SJTP Ltd director Sacha Fougere would not comment on the application because it was not Liquorland policy to comment on any applications whilst in process. DISCUSSIONS OVER getting a bus service to Leeston are back on the table again. The issue of buses running from Leeston through to Christchurch was put to the district council last week by Leeston Community Committee chairman Lloyd Clausen. A presentation was also made at the meeting by the Selwyn Youth Council on the Selwyn Link project. The youth council is planning to trial a bus service in future school holidays connecting Leeston, Darfield and surrounding townships with Rolleston. Mr Clausen said the Selwyn Link is a good first step but a lot of people in general would use a bus service in Leeston if it was available. At the meeting, district

councillor Mark Alexander said it would be a struggle to get a full-size bus running. Cr Alexander asked if a shuttle from the Southbridge/ Leeston area could be linked up with the larger bus services at Lincoln and Rolleston which run into Christchurch would be a more viable option. ECan has four buses running from the city out to the district including the Yellow Line out to Rolleston, the 80 to Lincoln, the 820 to Burnham and Lincoln, and a Red Bus Service providing morning and afternoon trips to Darfield. The Malvern Community Hub runs a bus from Darfield to the city several times a month. ECan’s public transport strategy, planning and marketing manager Edward Wright said Leeston residents were surveyed about a bus service in 2009 and Red Bus Christchurch did a survey in 2015. Selwyn Times reported in 2015 the chances of Leeston

getting a bus service to Christchurch was described as “positive” by Red Bus, which was analysing responses to the residents’ survey. But nothing has eventuated from either survey since. The Ellesmere Community Vehicle Trust is considering trialling a van for Ellesmere College leavers from Leeston into the city. But a number of factors would need to be taken into consideration before the idea is put into action, including the school leavers making a commitment to patronage and if there is a big enough need for the service. Rubble halts further progress on men’s shed By Georgia O’ConnorHarding PATIENCE IS wearing thin over slow progress for the construction of the new Lincoln Men’s Shed. It has taken more than a year for the shed, to be located north of the Lincoln Rugby Club, to get off the ground. The men’s shed secretary Myles Rea said it is waiting for the district council to clear a large amount of soil from the site so it can commence construction of the site. “They promised to clear some rubble from last July . . . we hoped at the end of last month we would have the foundations down,” he said. Members are now concerned if the project is not advanced quickly, it will lose its funding. The group which has received funding from organisation Pub Charity Limited for its project estimated to cost $70,000, has concerns it may lose the money if progress isn’t made. But the district council’s community projects and facilities manager Cameron Warr said the district council cleared the site in February. “The men’s shed subsequently changed the design of their proposed building, which required the district

council to seek a variation to the resource consent,” he said. The resource consent was granted in July and the district council recently started additional clearing to allow for the revised design. Men’s shed member Pat Nicholas said while the project has taken a while the weather had not been kind to the district council. “We made some progress around Christmas time . . . that seems to move along quite well and then it seems to hit a road block every so often,” he said. He said while there are probus clubs and walking groups in Lincoln, there was nowhere for a man to go have a yarn, a cup of coffee and make a stall or TV stand. LINCOLN residents have established another 200 native plants at Liffey Domain. The plan is for them provide food and habitat for native birds, insects and other native fauna. The event was led by the district council’s biodiversity co-ordinator Andrew Spanton and Lincoln ecologist Mike Bowie. Lincoln Envirotown Trust chairwoman Dr Sue Jarvis said the current trees such as oaks do not provide any food for native fauna. “Many of our native bird species need trees with nectar-producing flowers or berries for food and that is why bellbirds, tui and kereru are absent on the majority of the Canterbury Plains,” she said. for resource consents to construct a pedestrian bridge and pathway link over the Liffey Stream between Ryelands Subdivision and the former country club site. I am concerned that this development could seriously impact on the natural environment which has been diminishing as Lincoln grows. The natural landscape that is known as the Liffey

Stream and reserve is the Avon River of Lincoln and it needs to be treasured by the community as an important area of green space (and it is mostly). I would like to see the money put into better maintaining this natural landscape not building a large structure across the widest section of the pond right in the middle of a flight corridor and habitat of many birds and other wildlife. The linkages that have been developed in the new subdivisions are an asset for Lincoln but I feel this bridge is unnecessary as there are other pedestrian bridges close by and it doesn’t warrant the cost and detrimental effects that it would have on the natural environment.

A reminder to residents to please leave your rubbish bins on the kerb when you put them out for collection. The kerb is the safest place to leave bins, as bins left in the gutters, on the road or behind parked cars pose a problem for our trucks – especially in narrower streets where space is limited. Bins left on the road make it difficult for the trucks to manoeuvre around and pick up bins. Bins left in the gutter are also more likely to be blown over when it’s windy, due to the slope of the road. We appreciate residents helping out by placing bins on the kerb.

Take a breath of fresh air with over 50 free walks in Selwyn, Christchurch and Waimakariri as part of The Breeze Walking Festival from 30 September to 15 October. Three walks are taking place right here in Selwyn district in a wide range of environments: Rakaia Gorge Experience – Tuesday 3 October, 10am–4pm This walkway passes through several forest and shrub communities and along the rim of the gorge through spectacular geological areas. This walk includes the site of the Snowdon coal mines and remains of equipment used for extraction. The walkway forms an 11km loop back to the start, or enjoy a burst of adrenaline and catch a ride back with Discovery Jet (at your expense). Harts Creek Sneak – Thursday 5 October, 10am–2pm This is a fantastic walk surrounded by native bush, flax lined creeks, open views and boarded walkways. The walkway ends at the Bird Hide, a camouflaged hut for easy viewing of bird and wildlife. It is a return track which takes approximately 20 minutes each way and is suitable for buggies. Hogs Back Hike – Thursday 12 October, 10am–2pm Enjoy this new festival walk with canopies of beech tree forests, spectacular ridgeline views, bridged creeks, traverses and 360 degree views of the Craigieburn forest. This 7.8km track is well formed but is for the more adventurous hikers due to the challenging undulating ground. From Labour Day (Monday 23 October 2017), the four Selwyn District Libraries will begin a six-month trial of new opening hours. The new trial hours have been developed in response to residents’ requests for improved access to library services. Last year the libraries’ team conducted surveys and assessed usage and peak times for each of the four libraries, at Rolleston, Darfield, Leeston and Lincoln to assess community need. Further consultation was then carried out earlier this year as part of the draft Annual Plan. Selwyn District Libraries Manager, Vicki Carlyon says public feedback supported the idea of extended hours. “Each of the four libraries have unique proposed hours. This will enable greater access to library services at times convenient to residents throughout Selwyn.” With library hours extending into Saturday afternoons, programmes and activities will be available in the weekends as well as during the week. Another benefit to the new hours is that some council services will be available on Saturday mornings until midday at Lincoln, Leeston and Darfield. The trial hours include at least one extended evening per week to allow access after business hours. The first Saturday of the new trial hours, on 28 October will include exciting launch events.

Over the next three months the Council will be installing water meters in Leeston. The project is part of the district-wide rollout of water meters for all households on Council water supplies. Around 86% of Council supply households across the district are already on meters. Water meters are already fitted at most newer Leeston properties, and this project will complete installations at around 520 households, starting in early October. Metering has been shown to reduce water consumption as it links water use to charging – so households that use less water benefit from lower charges, while those using more pay higher charges. For properties where meters are installed, there will be some changes to the way water is charged. In the year to 30 June 2018, Leeston properties will stay on the current system, paying a standard district water rate of $391. This provides a base allocation 375 cubic metres per year (1m3 = 1,000 litres). Households that use more than this in the year will also be billed for any water above the base allocation at a rate of 44 cents per cubic metre. From 1 July 2018, water charges in Leeston will move to the same system used in other fully-metered areas like Rolleston and West Melton. From this date Leeston properties will pay a reduced standard water rate (currently $226), plus a charge per cubic metre of 44 cents. Households with average water use will find their total charge remains similar to what they currently pay. The loss in the opening round of the South Island under-18 competition was a reminder to his team that they have to get out of the country mind set. “Close enough is no longer good enough,” he said. “Both high schools [Lincoln and Rangiora Highs] had really good UC Championship campaigns. “Probably the best they have had in a long time.” He said the opposition only won a few more key moments in the game and they have taken a lot of positives out of it. Now the Country under-18 team turn their attention to Tasman on Saturday before a bye. They then head to the knockout stages of the competition which runs from October 6-8.

Buzz over bee house ROLLESTON SCHOOL pupils are getting a buzz out of their newly-donated bee house. A new house for the leafcutter bee was presented to the school by Rolleston New World as part of the 2017 Little Garden Promotion. Pupils are making the most of the spring, planting seeds in their classrooms. Information packs from Rolleston New World said leafcutters are a gentle breed of bees that specialise in pollination. They’re regarded as solitary bees safe around children and there have been no known cases of anaphylaxis in New Zealand as a result of a leafcutter sting. Growing the leafcutter bee population is part of a nationwide initiative with the goal being to reach 15 million bees in five years.

receive chiropractic care even though you may not have symptoms. Unlike standard medical doctors who you visit when you have symptoms that need to be treated, chiropractors offer adjustments to improve spinal alignment and overall wellbeing – and can prevent the pain or other symptoms even starting.

Schools showcase talent at culture fest KAPA HAKA groups from 10 schools around the district travelled to Leeston to perform in a Maori Cultural festival. Ellesmere College hosted a Po Whakangahau on Thursday evening to celebrate Maori culture. The festival featured performances from schools across the district including Lincoln Primary School, Springston School, Prebbleton School and Southbridge Primary School. The evening opened with a whakatau, karakia and waiata

and finished with a karakia whakamutunga (waiata). Ellesmere College year 13 student George Ward said the crowd packed the school’s Riki Ellison Memorial Hall. “This was great to see as it means the event is getting bigger and soon we may even have to go somewhere else to fit everyone in,” he said. George said he advises anyone who wants a great and cheap night out to put it in their diary now.

With eight eyes, jumping spiders have excellent eyesight which allows them to jump with precision, making them very mobile, especially on warm days. Four of their eyes are forward-facing, with the inside pair being large and headlamp-like. The house jumper is a harmless, 7-8mm long Australian immigrant found around most of New Zealand and as far south as Timaru. The male differs from the female in being darker overall and having a rectangle of tan-coloured hair between its eight eyes. The spider is a generalist predator and is often observed grasping insects they have captured.

Fashion By Gordon Findlater CANTERBURY’S sporting heroes will once again see the light of day after Lancaster Park’s Pillars of Pride were salvaged. What is next for the pillars, which were created to recognise Canterbury rugby and cricket greats, is yet to be decided. The Canterbury Rugby Football Union Historical Trust has come into possession of the 26 rugby pillars, which were left stricken at Lancaster Park ahead of its demolition. Warren Barberel, who is leading the trust’s efforts to salvage the pillars, says there are a few ideas currently floating around such as placing them around Rugby Park. Some of the former players represented on the pillars, their families and clubs have also inquired about getting their hands on some of them. Fergie McCormick, who still holds the record of 222 games for Canterbury, was the first to have a pillar created. He still remembers the day his pillar went up at Lancaster Park and described it as a huge honour and a great memory. He

The idea to set up the trust came just over a decade ago during the CRFU’s 125th anniversary. “The objective was to form a little group and we would attempt to get a hold of memorabilia,” said Mr Barberel. The trust currently has around 2000 items, which range from programmes and jerseys to boots, films and books. “The dream is that we would have a Canterbury rugby museum,” said Mr Barberel. “Let’s see what we might get if we get a new stadium.” The trust also has the 12 cricket Pillars of Pride, including the likes of Richard, Walter and Dayle Hadlee. a.m. Canterbury Cricket are expected to collect them shortly.

Science and technology the answer to water quality Using science and technology to inform sustainable farming practices and reduce adverse environmental impacts will have better outcomes than taxes will, Horticulture New Zealand chief executive Mike Chapman says. Reacting to the announcement from the National Party that it will invest $20 million in what was the Sustainable Farming Fund and is now the Future of Farming Fund, Mr Chapman said this would do more in perpetuity than an arbitrary water tax. “National made this announcement on a horticulture property near Levin where science and technology are being used to inform and enhance the environmental sustainability of growing food,” Mr Chapman said. “One of the Sustainable Farming Fund projects Don’t Muddy the Water has a focus on keeping soil in the paddock and out of the waterways – this is a win for the environment and for farmers and growers. “This research will quantify the effectiveness of sediment control on cultivated land and is an example of working proactively with regional councils. “This property is also part of a three-year Freshwater Improvement Fund project: Protecting our Groundwater – Measuring and Managing Diffuse Nutrient Losses from Cropping Systems. “Environmental sustainability is paramount as it relates to freshwater and horticulture growers are very aware of this. This project will give us really useful

information to target on-farm management practices to meet environmental expectations. “Ultimately, we are looking to give growers the tools to manage and reduce their environmental footprint and long-term, robust data and science will allow us to do that. “Food consumers world-wide are increasingly wanting information about the environmental impacts of the food supply chain, particularly when it comes to healthy food such as fresh fruit and vegetables. “Our growers are mainly intergenerational family businesses with a lot of collective knowledge about cropping systems and the environment. Working with them, rather than punishing them with taxes that are not even related to good environmental outcomes, will have the most positive impact on reaching whatever targets a new government sets. “Horticulture New Zealand supports sound, consistent water policy to support efficient use of water and we have issued our own such policy.”

Six candidates up for dairy board directorships Two positions on DairyNZ’s board have attracted six dairy farmer candidates for this year’s director election. From September 25, levy-paying dairy farmers will vote for their preferred candidates – farmer colleagues whose experience and leadership could help shape DairyNZ priorities and objectives. Electionz.com returning officer Anthony Morton says levypaying farmers will have a month to vote. “The elected candidates will represent all dairy farmers on the DairyNZ board, provide new leadership and have a real influence on where and how the levy is invested,” Mr Morton says. “So we encourage dairy farmers to look at who is running and take the time to vote when the pack arrives in the mail at the end of the month.” DairyNZ’s board consists of five farmer-elected directors and three board-elected directors. The farmer-elected director positions are subject to a rotation policy, with Alister Body and Jim van der Poel retiring by rotation this year. After 12 years, Alister is standing down from the board. DairyNZ’s second 2016/17 election was for its Directors’ Remuneration Committee (DRC); however, no candidate nominations were received for the position. DairyNZ’s board will determine how this vacancy will be filled in due course. This year, farmers will also vote for several resolutions – including one that could change directors’ terms to three years (from four years currently) and introduce annual director elections. Results from the Board of Directors election and resolution votes will be announced at the DairyNZ Annual General Meeting in Rotorua on October 25. In the meantime, farmers who pay a levy on milk solids are encouraged to vote. “Farmers will get their vote pack after September 25 – it’s quick to cast a vote online or by post and will show support for dairy farmers looking to represent you,” Mr Morton says.

By Henri Ham DELPHINIUMS ARE not the plant for every garden. If you have a small garden or like to grow things in pots, then delphiniums are probably not for you. But for the right garden they can look absolutely fantastic. And the right garden is one that can handle a bit of height. Delphiniums will grow to a whopping 180cm tall. They are beautiful and bold and look great in all sorts of different style gardens. Foxgloves and hollyhock are two other tall plants which look lovely grown with delphiniums. And they also make great cut flowers. Delphiniums are perfect for anyone wanting to fast-forward the pleasure they receive from their garden. When you’re ready to plant, choose a sunny, well-drained area with rich soil. Dig in a good quality compost and animal manure fertiliser and add plenty of mulch to stop weeds forming and retain soil moisture. Pea straw, is a favourite mulch of mine as it’s soft and will rot down over time and feed the soil. Plant each del-

phinium around 50cm apart from the next to give a bit of space. But don’t plant too far apart as they create a great visual effect if planted near each other and they will provide extra support. Delphiniums like a drink, so keep them well-watered and a

bit of liquid fertiliser will help keep them blooming. If you notice the foliage start to yellow or the plant isn’t growing very well – it often means it needs more fertiliser. In around late spring (depending on whether you planted seedlings or established plants) you can expect to

see your tall flowers blossom. As they’re short-lived perennials they will flower every year for around three to four years. Dead head your flowers (remove the dead flower heads) and this will help them flower again in late summer, early autumn.

The value of an open home When selling a property, open homes are likely to be part of the promotional mix but how effective are these? When selling a property, open homes are likely to be part of the promotional mix but how effective are these? “Open homes provide an opportunity for multiple people to view a property at the same time. This is convenient for vendors and also benefits buyers by allowing them to pre-plan which homes they wish to view,” says Sarah Booth, coowner of Ray White Rolleston. Sarah says buyers feel more relaxed and at ease when looking at homes in this manner as it is a more informal viewing platform. It also gives buyers a chance to gauge other interest in a property. When a number of open homes are held on the same day, buyers have the opportunity to see a number of properties within one afternoon. They can compare properties gaining an insight into what will suit their needs. People may also look at a property they might have ruled out during an on-line search because it is available to view. On actually seeing the home, they may find it more appealing than first thought perhaps because it has higher quality features. Open homes also allow buyers to view properties just outside their price bracket and this might lead to them extending their budget to secure what they see as a desirable property. People who are considering selling may visit open homes to meet real estate agents, make comparisons with other houses on the market, and to gauge asking prices. For a seller, an open home channels potential buyers through at a prearranged

time, which is convenient to them and has been advertised online and in print media. Weekends are the most popular times for open homes, whilst viewing by appointment can be at any time convenient to the vendor and prospective purchaser. Weekends are popular for open homes. The time frame for an open home may vary with many real estate agents now limiting these to half an hour. Sarah says this is plenty of time for viewers to have an initial look then, if a buyer is particularly interested, a private viewing can be arranged. A good agent will follow up with everyone who has attended the open home to get quality feedback for the vendor and to ascertain whether there is further interest in the property. When selling a property it should be presented to its best especially when an open home is to be held. Sarah recommends: • de-cluttering and tidying up, clearing surfaces such as kitchen benches with pots, pans, plates and cutlery put away, • hanging fresh clean and bright towels in the bathroom and ensuring the vanity, shower and toilet are all clean, • turning on the lights, • turning on the heating if the weather is cold, • clearing away pet bowls, • giving the home a thorough clean inside and mowing the lawns, • putting away valuables, and • having nice smells in the house like fresh flowers and candles. Buying off the plan – what you need to know Buying off plan requires all the same due diligence and care as buying an existing property. Buying a brand new home off the plans can seem extremely attractive, especially if you’re struggling to find a property that meets all your needs. If you decide to go down this route it is absolutely crucial to enter the process with your eyes wide open. Reading the fine print – starting with the photo caption advising you that ‘some images are an artist’s impression’ – is just the beginning. There are many benefits to buying off a plan. Not only are you signing up for a new home that should meet all the latest building specifications, but you are buying something at a set price with an initially low outlay. A long settlement period (while the development is completed) gives you time to get your finances in order. In theory, if the market remains buoyant then the property will increase in value over this period so you will be getting more than what you paid for at the outset. However, the process is not without risks, says Kevin Lampen-Smith, chief executive of the Real Estate Agents Authority (REAA). “If the market falls, then you may

encounter problems if you try to sell. Also, the property may not meet your expectations and the build may take longer than expected. You are entirely reliant on the developer, so you are at risk if their business fails and/or the development is on-sold to another company.” Lampen-Smith says buying off plan requires all the same due diligence and care as buying an existing property. “Start by putting in some solid research,” he says. “Don’t be swayed by pre-sale sweeteners and flash show homes that may bear little resemblance to the actual finished product. Do your homework about the developer and the construction firm – find out what their track records are, examine their credentials and look at any previous developments they have been involved in. Remember that you are giving these people your hard-earned money and you need to be confident that they will deliver the goods.” Generally, buying off a plan means providing a deposit upfront to secure the property. The remainder of the money is due on completion, but you will have

to prove that you have the finance from the outset. While the long lead-in period provides time to save money, there is also a risk that interest rates may go up or lending criteria may change. LampenSmith suggests discussing these issues with your bank or financial advisor to make sure you are prepared if the situation changes. “If a real estate agent is involved in selling properties in a proposed development, they can help you navigate the process,” Lampen-Smith says. It’s also important to engage a lawyer to help you understand all the details of the sale and purchase agreement and any covenants on the title. These may extend to the ‘look and feel’ of a development or new subdivision, and include restrictions regarding fences, landscaping, exterior colour and cladding choices and may even include car parking rules for you or your visitors. Developers will approach selling off plans in many different ways. Some

contracts are designed to allow the buyer to choose their own floor plan; others may allow the developer to change the layout without checking first. Every detail of the property, from the expected timeline to the finishes used, must be spelled out in the contract. It is vital to get legal advice before signing anything, Lampen-Smith says. “If you don’t go through these details very carefully before you sign you may be in for some unpleasant surprises later. Remember to check the contract to see if there is a ‘sunset clause’ that specifies what will happen if the development is not finished in time. Don’t forget to ask what will happen if the developer goes into liquidation and the project is sold to another company. The common good – what you need to know about unit titles Buying a property that shares common areas with others is becoming increasingly prevalent in New Zealand. These properties can be apartments, townhouses, units, retirement properties or any other dwellings that share common private access and utilities. When you buy into a property like these ones you have different rights and responsibilities to someone who is buying a stand-alone property on its own separate parcel of land. This kind of property ownership – in a building development where there are multiple owners – is known as a unit title. It allows individual ownership of parts of a single building, or of separate buildings within one complex. Each unit title is made up of three parts: ownership of your particular apartment or unit and any ‘accessory’ units, like garages, private courtyards and storage areas; an undivided share of the ownership of the common property (lifts, laundries, lobby areas, gardens) and an undivided share of the ownership of the units if the unit plan is cancelled. “When you’re considering buying into a complex where there are multiple owners, there are some important additions to the usual due diligence to-do list,” says Real Estate Agents Authority chief executive Kevin Lampen-Smith. “A title search will help you find out all the facts about the property’s ownership, boundary and access, as held by Land Information New Zealand (LINZ). Remember to look out for easements or covenants that may differ from your understanding of the property, such as rules about who can live in it, car parking and access.” A Land Information Memorandum (LIM) will also show you information held by the local council about the property

and land. Lampen-Smith suggests getting an independent assessment of the property, and the complex as a whole, from an inspector who has professional indemnity insurance and carries out their work in accordance with the New Zealand Property Inspection Standard. As a prospective buyer, you are entitled to three sets of information from the seller, Lampen-Smith says. These are: 1. A pre-contract disclosure statement, which the seller provides before entering into an agreement for sale and purchase; 2. A pre-settlement disclosure statement, which the seller provides after entering the agreement for sale and purchase but before settlement of the sale; 3. An additional disclosure statement, in which the buyer may request some or all of the information the seller is required to provide. “These statements help prospective buyers learn more about the property and the rights and responsibilities they will be signing up for if they purchase it. However, they do not always provide the full picture,” Lampen-Smith says. Becoming a unit title holder means you automatically become a member of the complex’s body corporate, which consists of all the unit owners acting as a group. A body corporate has a number of responsibilities relating to keeping the property in good order, organising and maintaining insurance, and making sure owners keep to the rules as set under the Unit Titles Act 2010, such as complying with all laws and particular requirements around noise and pet ownership, for example, and keeping their individual property in good order. Each unit title holder pays a set annual amount into a fund that looks after insurance, maintenance and other costs. You should

be provided with a copy of the complex’s body corporate rules in the pre-contract disclosure pack. Read these carefully, as they can limit what you may or may not do with the unit you are interested in. Each body corporate has an elected chair (who must own a property in the complex). A body corporate also must have a Long Term Maintenance Fund (LTMF) and a plan for dealing with any issues that will affect all the members, such as large-scale remedial works e.g. upgrade lifts or insurance rate rises. The Real Estate Agents Authority (REAA) recommends asking for a further set of information about the body corporate to understand the financial position of the complex as a whole. Ask the vendor (or the selling agent) for a copy of the minutes for all body corporate general and extraordinary meetings for the last three years, plus financial statements and audit reports for the same period. Find out if there are any unpaid body corporate fees attached to the property you are looking to buy. “It’s also worth chatting to other unit owners within the complex to see how the body corporate operates,” Lampen-Smith says. Request to see the current Long Term Maintenance Plan (LTMP) and examine it carefully. These plans must be prepared for a mandatory minimum of 10 years and be reviewed every two years – it pays to be cautious if the current LTMP is near the end of its term, especially if the complex is in a poor state of repair. You’ll want to ensure the LTMF has the funds required to finance the ongoing expected repairs and maintenance detailed in the LTMP. As with any property transaction, legal advice will be invaluable to help you weigh up the pros and cons of the decision. It’s a good idea to engage a lawyer at the start of the process. If you don’t have a lawyer, the New Zealand Law Society can help you find one at propertylawyers.org.nz. “There are no silly questions when you’re considering a decision that will have a big impact on your emotional, physical and financial wellbeing,” Lampen-Smith says. “It’s far better to do your homework in meticulous detail than spend a lot of time and money on an expensive mistake.” For more advice on buying and selling property, visit www.reaa.govt.nz.
